.sh SYNOPSIS
.bd chown
owner file ...
.sh DESCRIPTION
.it Owner
becomes the new owner of the files.
The owner may be either a decimal UID or
a login name found in the password file.

Only the owner of a file (or the super-user) is allowed to change the owner.
Unless it is done by the
super-user or the real user ID of the new owner,
the set-user-ID permission bit is
turned off as the owner of a file is changed.
